T-Mobile Germany will distribute the iPhone for €399 ($554 US) and will pay Apple a share of the iPhone sales.

Apple will give details about the iPhone availability in Europe.

I'm sure many T-Mobile USA customers would attempt to purchase the iPhone from T-Mobile Germany to use in the USA.

I'm sure there's some language select feature to change from German to English.
